    Energy access and off-grid solar in Uganda: final project report

    To better address the energy needs of off-grid communities, we must understand how households choose, and are enabled to purchase, solar energy products. From 2015-2017, with support from the United Nations Capital Development Fund (UNCDF), we conducted a study in Uganda involving 554 households. Participants had bought a solar portable lamp using cash, a mini-solar home system using PAYG financing, or a larger solar home system using microcredit, during 2015. We tracked their purchasing behavior through early 2017 to evaluate whether these households followed a linear “energy ladder” pattern — in which owning smaller solar products is predicted to be an important step before a family purchases a larger solar home system — or whether they followed a different solar product adoption pattern. We also investigated whether flexible financing aids in the adoption of solar products, and the impact of PAYG solar devices toward increased digital financial inclusion.

    Our research on early-market adoption patterns found that:

    • The solar “energy ladder” model does not adequately describe off-grid solar adoption.
    • Flexible payment mechanisms do allow low income households to adopt larger systems.
    • Households that purchased small solar products experienced rapid economic payback, but those that purchased larger systems did not.
    • Effective direct marketing drives adoption in greenfield markets.
    • Some respondents made multiple solar product purchases, and many reduced or discontinued use of traditional fuels.
    • PAYG customers would prefer to make cash purchases.
    • Solar PAYG purchases did not seem to drive digital financial inclusion.

    New California offshore wind report from the American Jobs Project

    The American Jobs Project released a report today on California’s developing offshore wind energy sector. The Schatz Center’s offshore wind team provided technical review comments on a pre-publication draft for this report.

    This spring, the Center is embarking on a feasibility analysis of offshore wind development along California’s northern coast, with a focus on the Bureau of Ocean Energy Management’s Northern California Call Area. Funded through the California Ocean Protection Council, this project will conduct analysis related to four key areas: environmental impacts, coastal infrastructure, stakeholder benefits and concerns, and current policy constraints and recommendations. Offshore wind energy could be a powerful resource toward meeting California’s 2045 renewable energy goals, but a number of issues must be examined and understood before determining its viability within our region. For this study, we are collaborating with ecological consultants from H.T. Harvey and Associates, coastal engineering specialists from Mott MacDonald, and faculty in the Economics and Environmental Science & Management departments at Humboldt State.

    Redwood Coast Airport Microgrid: Technical Kickoff

    On January 30-31, we held a technical team kickoff for the Redwood Coast Airport Renewable Energy Microgrid. Wednesday’s agenda included tariff structures, establishing a business case for microgrids, and plans for outreach and knowledge transfer. We also made a site visit to the airport, hosted by Cody Roggatz, Humboldt County’s Director of Aviation. On Thursday, the team described and further developed operational and technical details for the microgrid’s design and construction, including cybersecurity. Participants included the Redwood Coast Energy Authority (RCEA), the County of Humboldt, Pacific Gas & Electric (PG&E), Schweitzer Engineering Labs, TRC, and The Energy Authority.

    Groundbreaking on the microgrid is scheduled for spring of 2020, with commissioning and full operation anticipated in December 2020. We have applied to PG&E for three new service agreements and will shortly file applications for a wholesale distribution tariff interconnection and a NEM2A interconnection. We also continue to work with permitting requirements from the Federal Aviation Administration for non-aeronautical use of airport land, and to facilitate RCEA’s application for match funding via a loan from the US Department of Agriculture.

    This complex project involves multiple owners and intersecting government agencies, a utility and a community choice aggregator, and a broad spectrum of technical partners. We are grateful for the expertise and commitment given from all of these collaborators toward the creation of an innovative, multi-customer, front of the meter, renewable energy microgrid.
